Trade agreements

Mexico has a broad network of trade agreements, and each one opens preferential access as long as the goods meet the rules of origin and the paperwork survives a verification. The hard part is rarely the preferential rate itself, it is proving entitlement to it: incomplete records, weakly supported certificates, and suppliers who never document their regional content. The buyer demands a certificate and origin is not supported

A foreign buyer makes the purchase conditional on a certificate of origin under the applicable agreement, but the company has no records proving the rule is met. Without that traceability, you either lose the sale or issue a certificate that will not survive a later verification.

National suppliers that do not document their content

The finished good qualifies only if domestic inputs prove their origin, yet suppliers hand over invoices with no declaration and none of the formats the calculation requires. The company is left claiming an origin it cannot demonstrate.
